Depends of the intended use. A dirt bike (motocross) is generally intended to be used off a public highway as defined by the Regulation respecting the application of the Automobile Insurance Act , CQLR c. A-25, r. 1 - s. 9(6).

Exception (Assurance-Automobile - 33, [1996] C.A.S. 692. The Honda CB 650 was intended to be used on a public highway although it was registered otherwise.
